Plagiarism

Plagiarism, the misrepresentation of another person's thoughts, ideas, or expressions as your own work, is a serious offense and is considered a form of cheating. When you use the ideas or expressions of another person, you should always credit the other person. If using their exact words, you should indicate the quoted text using quotation marks, and name the originator and the work you are citing (e.g., In Partner to the Poor, Farmer states "One disturbing trend has been the use of rights language by powerful governments such as our own to justify military adventures: nothing could more effectively deprive rights language of its moral force.") When paraphrasing another person's words, thoughts, or ideas, you should also name the originator and the work (e.g., In Partner to the Poor, Farmer argues that governments undermine the moral force of rights language by using it to justify military action). In both cases, you should accurately indicate the originator's name and the original source.

I choose to respond to topic number two. I want to discuss a modern form of enclosure, where companies take shared community space for private profit. A clear example for me is the rise of food delivery lockers, like those from Meituan.

These lockers are placed in areas we all share and use, like the lobbies of our apartment buildings or the entrances to our university campuses. This space is essentially public. However, when Meituan charges a fee for a rider from a competing platform, like Ele.me, to use a locker, it feels wrong. The company is using its "first-come" advantage to claim a piece of our shared space as its own private property. It’s like putting a toll on a public sidewalk. The community’s free access is restricted based on a private company's ownership.

The exact same problem exists with smart parcel lockers. Different companies install their own branded boxes in our residential areas. But these systems are usually not shared; a package from one service cannot be placed in a competitor’s locker. This turns a potential community resource—a unified, efficient delivery system for everyone—into a fragmented, private monopoly. We, as residents, lose out on convenience because companies are fighting over control of what should be a common good.

So, what can we do to bring this resource back into the commons? I believe we need both administrative action and community pressure. First, local governments should step in. They can create rules that define these locker systems as essential infrastructure for modern living. Any company allowed to place a locker in a public area must make it open to all delivery services without discrimination, similar to a public mailbox.

Secondly, we as a community can act. Our residential committees and property managers have the power to negotiate. When a company wants to install a locker, we can demand that it operates on a fair-share model for everyone. By pushing for these changes, we can ensure that new technologies serve the public interest, not just private profit, and protect our shared spaces from being enclosed.
